The Challenge
Millions of US workers are employed full-time but are unable to reliably make ends meet, much less plan for the future, build wealth, enjoy a stable schedule, or pursue development and advancement opportunities. As a result of the Covid-19 pandemic and trillions of federal investment in economic recovery, many state and local governments are taking a more active role improving and enforcing workplace protections and need tools, examples, and a community of peers to help them on their journey.
Beginning in early 2022, the Trailhead Strategies team has been working alongside the RFA team to design and deliver a three-year fellowship and learning community for 20 local and state government leaders working to improve job quality in their local communities. The learning objectives and technical assistance is focused on four foundational elements of job quality – strategy, equity, measurement, and leading by example, which covers government human resources and procurement practices. Project participants are focused on increasing job quality in healthcare, behavioral health, childcare, construction, retail, food service, and other industries in their communities. Key project activities include:
Designing a job quality and equity framework
Researching evidenced-based policies and practices
Leading outreach, recruitment, and fellowship selection process
Designing and facilitating monthly webinars and learning opportunities
Providing technical assistance for individual project teams
