Senior Advisor

Brooke Valle is a seasoned workforce development leader in the nonprofit sector, known in the field for her contributions around job quality, equity, and systems change. As a workforce and economic development consultant, Brooke has developed job quality frameworks, toolkits and measurement approaches, guided funders in assessing and supporting the needs of immigrants, and provided extensive learning, facilitation and technical assistance support to governments and community based organizations across the United States.

As the Chief Strategy Officer for the San Diego Workforce Partnership, Brooke developed the organization's five pillar strategy, job quality framework and and ikigai model for job seekers.  Brooke also co-developed the Workforce Partnership’s equity centered Income Share Agreement program, founded Workforce Ventures (a separate non profit), led Skilled Immigrant Integration (SIIP) work and drove the organization's state and national advocacy efforts. 

Prior to her time at the San Diego Workforce Partnership, Brooke was an Associate Director for Deloitte where she provided strategy and operations consulting to a variety of federal government agencies, NGOs and the C-suite of Deloitte’s offices throughout the western hemisphere.
Brooke is bi-lingual in English and Spanish and has led capacity building, strategy development, monitoring and evaluation efforts in more than 50 countries. Brooke has an M.A. from The George Washington University in International Affairs, a B.A. from Ashland University in Spanish and International relations as well as her PMP and Lean Six Sigma Yellow Belt certifications.
